The project aims at prompting internationalization of higher education in Georgia and includes three main tasks: development of a joint degree doctoral programme in education and science management, development of disciplinary English language modules and Entrepreneurship modules, and development and implementation of an International Excellence School.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

• Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books
• Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd. 

The services provided were:

• Financial and economic analysis (CBA) taking into account the existing oil price as well as the existing security system expenditure;
• Legal and institutional analysis in aviation sector including the flight of UAVs in Kazakhstan;
• Legal review of the legislation of Kazakhstan, requirements for licensing and permitting;
• Project management schemes for the whole project life cycle, with definition of legal basis, information on all participants of the project and their functions, as well as management structure including the assessment of financial expenditure indicating alternative options;
• Schemes of interaction with the security organization of the client and legal structures of Kazakhstan for rapid response to situations occurring on oil pipelines and associated facilities of the client;

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

• Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation

More than 24 academic scientists, professors, textbook authors, evaluators, teachers  and consultants are involved in order to deliver the project. 

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV.

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

Desk research on transposition and practical implementation in Bulgaria and Cyprus of Directives (EU) 2017/2108, 2017/2109 and 2017/2110, which could include initiatives concerning implementation and likely impacts of such initiatives (such as analysis of the scope of a specific draft law and how it would affect implementation); explanation of relevant procedures and timelines for implementation; and relevant case law;

The project “Inclusive Education Model Development and Training” funded under an education programme with World Bank’s financial support, is implemented by consortium Savvy Business sLTD-National and Kapodistrian University of Athens.

The project’s tasks are:

A) To develop a modern Inclusive Education Concept and Model for Kazakhstan that enables the country to address the learning needs of all children in a physically and psychologically safe and inclusive environment that is focused on the specific needs of the child, provision of additional support to rural students of Kazakhstan.

B) To support Kazakhstan to increase professional competence of university professors, teachers and specialists on the issues of psychological and pedagogical support for all children including those with SEN through delivering training based on the developed Inclusive Education Model. Training of 500 teachers. 

The project “Consulting Services for Promoting Internationalization of Higher Education” is part of the Innovation, Inclusion and Quality Project implemented by the Ministry of Education and Science of Georgia with World Bank’s financial support.

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

The purpose of this project is to assist the client for expansion of its activities by developing of a safety management system (SMS) in accordance with the requirements of the International Code for the Management of Safe Operation of Ships and Pollution Prevention (ISM). In this sense, an examination of the internal documentation of the Client is conducted to bring it in line with international requirements and applicable laws of the Republic of Kazakhstan in the field of industrial safety and merchant shipping.

• Development of draft documents of the SMS of the client in accordance with International Safety Management Code (ISMC) (policies, regulations, instructions, job descriptions);

B) To support Kazakhstan to increase professional competence of university professors, teachers and specialists on the issues of psychological and pedagogical support for all children including those with SEN through delivering training based on the developed Inclusive Education Model. 2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

• To evaluate the SBS Transport according to the standard OECD criteria;
  
  
• Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
  Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.
  
  
• Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

Savvy Business was involved in the implementation of all above-mentioned activities, capitalizing on the previous experience in Ukraine and providing the key expert 2- Giorgi Turdzeladze.

This project aims at the implementation of subcomponent 2.1. “Supplier Development Program”, a part of “Small and Medium Enterprises Competitiveness in Kazakhstan” project implemented by the Ministry of National Economy of the Republic of Kazakhstan, with main objective to improve competitiveness of Small and Medium Enterprises (SMEs) and capacity of their management.

The goal of subcomponent 2.1. “Supplier Development Program” is to improve competitiveness of selected SME by providing recommendations and technical assistance on the strategy, institutional and regulatory framework, and implementation approach for the establishment and operation of Supplier Development Service.

This project includes the following key activities:

• elaboration of draft Strategy of SDS establishment, including the institutional and regulatory framework;
• elaboration of SDS Action Plan for implementation in 2017-2020;
• elaboration of draft Regulation and organizational structure of SDS;

Technical assistance to stakeholders / workshops and study tour

The project “Inclusive Education Model Development and Training” funded under an education programme with World Bank’s financial support, is implemented by consortium Savvy Business sLTD-National and Kapodistrian University of Athens.

The project’s tasks are:

A) To develop a modern Inclusive Education Concept and Model for Kazakhstan that enables the country to address the learning needs of all children in a physically and psychologically safe and inclusive environment that is focused on the specific needs of the child, provision of additional support to rural students of Kazakhstan.

B) To support Kazakhstan to increase professional competence of university professors, teachers and specialists on the issues of psychological and pedagogical support for all children including those with SEN through delivering training based on the developed Inclusive Education Model. Training of 500 teachers. 

The project “Consulting Services for Promoting Internationalization of Higher Education” is part of the Innovation, Inclusion and Quality Project implemented by the Ministry of Education and Science of Georgia with World Bank’s financial support.  

The project aims at prompting internationalization of higher education in Georgia and includes three main tasks: development of a joint degree doctoral programme in education and science management, development of disciplinary English language modules and Entrepreneurship modules, and development and implementation of an International Excellence School.

Savvy Business is a sub-consultant of UCL Consultants and provides both international and local expertise.

The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

• Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books
• Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation   
• Develop methodology and criterion for textbooks evaluation for subject areas (ABC book -primary school), Kazakh and Russian (as mother tongue), Kazakh and Russian (as second language), Literature (Kazakh and Russian), Foreign languages, Mathematics, Algebra, Geometry, Computer sciences, Knowledge of the World, Geography, Physics, Chemistry, Biology, History of Kazakhstan, World History, Introduction to Law, Crafts, Graphics and Design, Music, Basic military training.
• Prepare and deliver face to face trainings to 40 Lead Evaluation Experts and asynchronous training through a Learning Management System (LMS) to 2000 evaluation experts from whole country

More than 24 academic scientists, professors, textbook authors, evaluators, teachers  and consultants are involved in order to deliver the project. 

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd.

Savvy Business is a sub-consultant of Milieu Ltd Belgium and undertakes the review of national legislation for Bulgaria and Cyprus.

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

Description of services to be provided by Savvy Business

1. Desk research on transposition and practical implementation in Bulgaria and Cyprus of Directives (EU) 2017/2108, 2017/2109 and 2017/2110, which could include initiatives concerning implementation and likely impacts of such initiatives (such as analysis of the scope of a specific draft law and how it would affect implementation); explanation of relevant procedures and timelines for implementation; and relevant case law;

2. Completeness assessment of transposition of Directives (EU) 2017/2108, 2017/2109 and 2017/2110;

Savvy Business sLTD has been involved in the establishment of a new company in asset management, real estate and tourism sector in Bulgaria. We have reviewed contracts with clients and provided advice for the expansion of the business on the local market and in the region.  In addition, we provided advice on Advice on corporate identification tools, such as branding, web page, purchase of domain, stamp, logo.

Savvy Business sLTD has been involved in the preparation and submission of all documentation for the obtaining of electricity trading license in Albania and Bulgaria on behalf of an European energy trading company. The work to be carried out culminates with cooperation with the local authorities and the national energy regulators in view of providing clarifications and additional information according to the applicable legislation of the country.

The objective of this contract is to carry out an in-depth legal analysis of the conformity of national transposition and implementing measures with specific provisions of the Directives for 28 Member States following the notification of such measures to the Commission, declaring the transposition to be complete. 

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

The purpose of this project is to assist the client for expansion of its activities by developing of a safety management system (SMS) in accordance with the requirements of the International Code for the Management of Safe Operation of Ships and Pollution Prevention (ISM). In this sense, an examination of the internal documentation of the Client is conducted to bring it in line with international requirements and applicable laws of the Republic of Kazakhstan in the field of industrial safety and merchant shipping.

Services provided:

• Development of draft documents of the SMS of the client in accordance with International Safety Management Code (ISMC) (policies, regulations, instructions, job descriptions);

Technical assistance to stakeholders / workshops and study tour

This project aims to provide an overview of the situation of residential prosumers, considered as regular households that consume and produce their own energy from renewable sources, in the EU. Under Task 1 of this project, Savvy Business has been subcontracted by Milieu Ltd. to perform the legal analysis regarding residential prosumers in Romania.

This assignment includes the following tasks:

• Development of a national report mapping the regulatory framework in Romania, describing and assessing the legal and regulatory context regarding the conditions for residential prosumer generating the energy based on RES. The analysis covers all measures acting as incentives or obstacles for the take up of prosumers, framework for access to the grid and grid interconnectivity, types of residential prosumers, prevailing methods and systems for metering and billing applied to all types of residential prosumers.

The study will be instrumental in providing additional information to the European Commission about the drivers of self-consumption, the obstacles and incentives, the costs and benefits, the conditions for permitting, interconnecting, feeding power back into the grid, metering, billing (taking into account any feed-in-tariffs and subsidies) and applying taxes and network charges.

The global objective for this assignment is the support in the identification, prioritization as well the feasibility and preliminary design studies for the district and community access road sections, to be rehabilitated within the selected districts of Abim, Adjumani, Amudat, Moyo in Northern Uganda.
The required activities are:
Phase A) Confirmation of the list of the roads sections to be area of further studies for potential inclusion in the rehabilitation program and the level of service expected from the rehabilitated roads sections;
Phase B) Studies (Feasibility Study and Preliminary Design)

KLC Consulting will inspect the selected roads and conduct the visual and topographic survey covering:
•    Reconnaissance survey of the road sections, with the assessment of the existing alignments and road conditions, drainage structures, bridges, intersections and other features;
•    Nature of surrounding terrains, materials, potential availability of the constructions materials, adjacent use of land and vegetation, level and  nature of traffic on the roads;
•    The environmental and social factors which could have a bearing on the assignment;
•    Year round - existence of dry and wet seasons rupture points;
•    Major problems likely to arise from side slopes, fills and cuts areas and other areas of potential land slide.
Further detailed survey will be carried out for the identified critical sections of the roads, bridges, culverts, and other drainage elements, in order make a thorough assessment of their technical condition, determine the rehabilitation needs, identify the critical areas and bottlenecks. The topographic survey is to be carried out at 100 m intervals for the road cross sections.

The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

• Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books
• Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation   
• Develop methodology and criterion for textbooks evaluation for subject areas (ABC book -primary school), Kazakh and Russian (as mother tongue), Kazakh and Russian (as second language), Literature (Kazakh and Russian), Foreign languages, Mathematics, Algebra, Geometry, Computer sciences, Knowledge of the World, Geography, Physics, Chemistry, Biology, History of Kazakhstan, World History, Introduction to Law, Crafts, Graphics and Design, Music, Basic military training.
• Prepare and deliver face to face trainings to 40 Lead Evaluation Experts and asynchronous training through a Learning Management System (LMS) to 2000 evaluation experts from whole country

More than 24 academic scientists, professors, textbook authors, evaluators, teachers  and consultants are involved in order to deliver the project. 

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd. 

The services provided were:

• Financial and economic analysis (CBA) taking into account the existing oil price as well as the existing security system expenditure;
• Legal and institutional analysis in aviation sector including the flight of UAVs in Kazakhstan;

Savvy Business is a sub-consultant of Milieu Ltd Belgium and undertakes the review of national legislation for Bulgaria and Cyprus.

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

Description of services to be provided by Savvy Business

1. Desk research on transposition and practical implementation in Bulgaria and Cyprus of Directives (EU) 2017/2108, 2017/2109 and 2017/2110, which could include initiatives concerning implementation and likely impacts of such initiatives (such as analysis of the scope of a specific draft law and how it would affect implementation); explanation of relevant procedures and timelines for implementation; and relevant case law;

2. Completeness assessment of transposition of Directives (EU) 2017/2108, 2017/2109 and 2017/2110;

3. Conformity assessment of transposition of Directives (EU) 2017/2108, 2017/2109 and 2017/2110;

4. Translation into English of each national transposing provision used in the compliance assessment table.

Savvy Business sLTD has been involved in the establishment of a new company in asset management, real estate and tourism sector in Bulgaria. We have reviewed contracts with clients and provided advice for the expansion of the business on the local market and in the region.  In addition, we provided advice on Advice on corporate identification tools, such as branding, web page, purchase of domain, stamp, logo.

Savvy Business sLTD has been involved in the preparation and submission of all documentation for the obtaining of electricity trading license in Albania and Bulgaria on behalf of an European energy trading company. The work to be carried out culminates with cooperation with the local authorities and the national energy regulators in view of providing clarifications and additional information according to the applicable legislation of the country.

The objective of this contract is to carry out an in-depth legal analysis of the conformity of national transposition and implementing measures with specific provisions of the Directives for 28 Member States following the notification of such measures to the Commission, declaring the transposition to be complete. 

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

The purpose of this project is to assist the client for expansion of its activities by developing of a safety management system (SMS) in accordance with the requirements of the International Code for the Management of Safe Operation of Ships and Pollution Prevention (ISM). In this sense, an examination of the internal documentation of the Client is conducted to bring it in line with international requirements and applicable laws of the Republic of Kazakhstan in the field of industrial safety and merchant shipping.

Services provided:

• Development of draft documents of the SMS of the client in accordance with International Safety Management Code (ISMC) (policies, regulations, instructions, job descriptions);
• Development of an Action plan for the implementation of the safety management system in accordance with ISMC;
• Development of draft organizational structure of the company in accordance with ISMC;
• Requirements for personnel (appointed person/persons, captains);
•  Delivery of Training seminar for the client’s personnel concerning the issues of Safety Management Systems (SMS) and practices of implementation.

·         Systematic transposition check and systematic conformity check of the Member States legislation, regulatory or administrative provisions with EU rules in the field of and transport (including the possibility to request translations of the national legislation). Analysis of the application of these rules;

·         Analysis of specific cases in order to check their compatibility with EU law;

·         Studies on questions likely to be raised in the context of EU legislative initiatives, the application of directives with a view to their adaptation, and an examination of the relevant aspects of national, EU and international law;

·         Studies and analysis of the legal or de facto national, international or EU situation relating to a particular sector of transport or companies, and covering questions relating to market liberalization with regard to the freedom of establishment of companies and freedom to provide services;

·         Assessment and preparation of rules applicable to the transport sector relating to security, safety, interoperability and environmental protection;

·         Analysis and studies of the legal aspects of  transit or interconnection issues, questions relating to legal certainty, regulatory coordination, dispute-settlement procedures, guarantee and risk-coverage mechanisms and partnership agreements;

·         Analysis, studies and assessments to support exchange with third countries of legal, regulatory and economic best practices in transport policies;

·         Assistance in the examination of certain legal dossiers relating to transport; analysis and studies of the relationship between EU legislative initiatives and the particular international legal system governing international aviation and other transport modes;

·         Analyses and studies concerning regulatory simplification for the transport sector as well as simplification of transport documentation in the area of freight transport logistics;

·         State aid in the fields of mobility and transport (legal aspects).

·         Analysis, studies and assessments to support exchange with third countries of legal, regulatory and economic best practices in energy policies;

·         Assistance in the examination of certain legal dossiers relating to energy;

·         Analyses and studies concerning regulatory simplification for the energy sector

·         State aid in the fields of energy (legal aspects).

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

• To evaluate the SBS Transport according to the standard OECD criteria;
  
  
• Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
  Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.
  
  
• Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

Savvy Business was involved in the implementation of all above-mentioned activities, capitalizing on the previous experience in Ukraine and providing the key expert 2- Giorgi Turdzeladze.

This project aims at the implementation of subcomponent 2.1. “Supplier Development Program”, a part of “Small and Medium Enterprises Competitiveness in Kazakhstan” project implemented by the Ministry of National Economy of the Republic of Kazakhstan, with main objective to improve competitiveness of Small and Medium Enterprises (SMEs) and capacity of their management.

The goal of subcomponent 2.1. “Supplier Development Program” is to improve competitiveness of selected SME by providing recommendations and technical assistance on the strategy, institutional and regulatory framework, and implementation approach for the establishment and operation of Supplier Development Service.

This project includes the following key activities:

• elaboration of draft Strategy of SDS establishment, including the institutional and regulatory framework;
• elaboration of SDS Action Plan for implementation in 2017-2020;
• elaboration of draft Regulation and organizational structure of SDS;

Technical assistance to stakeholders / workshops and study tour

This project aims to provide an overview of the situation of residential prosumers, considered as regular households that consume and produce their own energy from renewable sources, in the EU. Under Task 1 of this project, Savvy Business has been subcontracted by Milieu Ltd. to perform the legal analysis regarding residential prosumers in Romania.

This assignment includes the following tasks:

• Development of a national report mapping the regulatory framework in Romania, describing and assessing the legal and regulatory context regarding the conditions for residential prosumer generating the energy based on RES. The analysis covers all measures acting as incentives or obstacles for the take up of prosumers, framework for access to the grid and grid interconnectivity, types of residential prosumers, prevailing methods and systems for metering and billing applied to all types of residential prosumers.

The study will be instrumental in providing additional information to the European Commission about the drivers of self-consumption, the obstacles and incentives, the costs and benefits, the conditions for permitting, interconnecting, feeding power back into the grid, metering, billing (taking into account any feed-in-tariffs and subsidies) and applying taxes and network charges.

The global objective for this assignment is the support in the identification, prioritization as well the feasibility and preliminary design studies for the district and community access road sections, to be rehabilitated within the selected districts of Abim, Adjumani, Amudat, Moyo in Northern Uganda.
The required activities are:
Phase A) Confirmation of the list of the roads sections to be area of further studies for potential inclusion in the rehabilitation program and the level of service expected from the rehabilitated roads sections;
Phase B) Studies (Feasibility Study and Preliminary Design)

KLC Consulting will inspect the selected roads and conduct the visual and topographic survey covering:
•    Reconnaissance survey of the road sections, with the assessment of the existing alignments and road conditions, drainage structures, bridges, intersections and other features;
•    Nature of surrounding terrains, materials, potential availability of the constructions materials, adjacent use of land and vegetation, level and  nature of traffic on the roads;
•    The environmental and social factors which could have a bearing on the assignment;
•    Year round - existence of dry and wet seasons rupture points;
•    Major problems likely to arise from side slopes, fills and cuts areas and other areas of potential land slide.
Further detailed survey will be carried out for the identified critical sections of the roads, bridges, culverts, and other drainage elements, in order make a thorough assessment of their technical condition, determine the rehabilitation needs, identify the critical areas and bottlenecks. The topographic survey is to be carried out at 100 m intervals for the road cross sections.

The project has two main objectives. Firstly, to provide advisory services to PJ to ensure fulfilment of EIB’s requirements to road safety audits in line with the principles of Directive 2008/96/EC on road infrastructure safety management on road projects co-financed by EIB and EBRD on M01, N01, M05 and M06 in Ukraine under the European Roads Ukraine II project. The second objective is to review tender documents on projects co-financed by EIB on M01, M05 and M06 in Ukraine to ensure they provide adequate project documentation, including the general and detailed specifications, design drawings and documentation, bills of quantities and cost financing schedule, and provide hands-on assistance to the Promoter if any improvements or changes are needed to reach EIB’s requirements.

KLC Consulting, acting as sub-contractor of COWI and PPM consortium, provides the Ukrainian procurement services for the review of the tender documents of the road safety project.
 

The objective of the study was to present a comprehensive legal analysis of international legal regulation of the oil spill response (OSR) issues - international agreements, conventions, associations and organizations, regional agreements and regional initiatives as well as the international and regional agreements of the Caspian Sea countries and a legal analysis of legislation in effect of the foreign countries regarding OSR, revealing best practices and assessment of the possibility of implementation to the legislation of the Republic of Kazakhstan.

The legal analysis was conducted in order to serve as a basis for consideration for Republic of Kazakhstan to enhance its cooperation at national, regional and international level for the preparedness and response for oil spills, bearing in mind that Kazakhstan is an important oil producer in the Caspian region but also a partner in the economic development of the Eurasian continent.

The legal analysis has been carried out by our international and local lawyers in the Caspian Sea region.

The project “Inclusive Education Model Development and Training” funded under an education programme with World Bank’s financial support, is implemented by consortium Savvy Business sLTD-National and Kapodistrian University of Athens.

The project’s tasks are:

A) To develop a modern Inclusive Education Concept and Model for Kazakhstan that enables the country to address the learning needs of all children in a physically and psychologically safe and inclusive environment that is focused on the specific needs of the child, provision of additional support to rural students of Kazakhstan.

B) To support Kazakhstan to increase professional competence of university professors, teachers and specialists on the issues of psychological and pedagogical support for all children including those with SEN through delivering training based on the developed Inclusive Education Model. Training of 500 teachers. 

The project “Consulting Services for Promoting Internationalization of Higher Education” is part of the Innovation, Inclusion and Quality Project implemented by the Ministry of Education and Science of Georgia with World Bank’s financial support.  

The project aims at prompting internationalization of higher education in Georgia and includes three main tasks: development of a joint degree doctoral programme in education and science management, development of disciplinary English language modules and Entrepreneurship modules, and development and implementation of an International Excellence School.

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd.

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

Description of services to be provided by Savvy Business

Desk research on transposition and practical implementation in Bulgaria and Cyprus of Directives (EU) 2017/2108, 2017/2109 and 2017/2110, which could include initiatives concerning implementation and likely impacts of such initiatives (such as analysis of the scope of a specific draft law and how it would affect implementation); explanation of relevant procedures and timelines for implementation; and relevant case law;

Savvy Business sLTD has been involved in the preparation and submission of all documentation for the obtaining of electricity trading license in Albania and Bulgaria on behalf of an European energy trading company. The work to be carried out culminates with cooperation with the local authorities and the national energy regulators in view of providing clarifications and additional information according to the applicable legislation of the country.

The objective of this contract is to carry out an in-depth legal analysis of the conformity of national transposition and implementing measures with specific provisions of the Directives for 28 Member States following the notification of such measures to the Commission, declaring the transposition to be complete. 

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

The purpose of this project is to assist the client for expansion of its activities by developing of a safety management system (SMS) in accordance with the requirements of the International Code for the Management of Safe Operation of Ships and Pollution Prevention (ISM). In this sense, an examination of the internal documentation of the Client is conducted to bring it in line with international requirements and applicable laws of the Republic of Kazakhstan in the field of industrial safety and merchant shipping.

Services provided:

• Development of draft documents of the SMS of the client in accordance with International Safety Management Code (ISMC) (policies, regulations, instructions, job descriptions);
• Development of an Action plan for the implementation of the safety management system in accordance with ISMC;

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

• To evaluate the SBS Transport according to the standard OECD criteria;
  
  
• Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
  Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.
  
  
• Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

Savvy Business was involved in the implementation of all above-mentioned activities, capitalizing on the previous experience in Ukraine and providing the key expert 2- Giorgi Turdzeladze.

This project aims at the implementation of subcomponent 2.1. “Supplier Development Program”, a part of “Small and Medium Enterprises Competitiveness in Kazakhstan” project implemented by the Ministry of National Economy of the Republic of Kazakhstan, with main objective to improve competitiveness of Small and Medium Enterprises (SMEs) and capacity of their management.

The goal of subcomponent 2.1. “Supplier Development Program” is to improve competitiveness of selected SME by providing recommendations and technical assistance on the strategy, institutional and regulatory framework, and implementation approach for the establishment and operation of Supplier Development Service.

This project includes the following key activities:

• elaboration of draft Strategy of SDS establishment, including the institutional and regulatory framework;
• elaboration of SDS Action Plan for implementation in 2017-2020;
• elaboration of draft Regulation and organizational structure of SDS;

Technical assistance to stakeholders / workshops and study tour

This project aims to provide an overview of the situation of residential prosumers, considered as regular households that consume and produce their own energy from renewable sources, in the EU. Under Task 1 of this project, Savvy Business has been subcontracted by Milieu Ltd. to perform the legal analysis regarding residential prosumers in Romania.

This assignment includes the following tasks:

• Development of a national report mapping the regulatory framework in Romania, describing and assessing the legal and regulatory context regarding the conditions for residential prosumer generating the energy based on RES. The analysis covers all measures acting as incentives or obstacles for the take up of prosumers, framework for access to the grid and grid interconnectivity, types of residential prosumers, prevailing methods and systems for metering and billing applied to all types of residential prosumers.

The study will be instrumental in providing additional information to the European Commission about the drivers of self-consumption, the obstacles and incentives, the costs and benefits, the conditions for permitting, interconnecting, feeding power back into the grid, metering, billing (taking into account any feed-in-tariffs and subsidies) and applying taxes and network charges.

The global objective for this assignment is the support in the identification, prioritization as well the feasibility and preliminary design studies for the district and community access road sections, to be rehabilitated within the selected districts of Abim, Adjumani, Amudat, Moyo in Northern Uganda.
The required activities are:
Phase A) Confirmation of the list of the roads sections to be area of further studies for potential inclusion in the rehabilitation program and the level of service expected from the rehabilitated roads sections;
Phase B) Studies (Feasibility Study and Preliminary Design)

KLC Consulting will inspect the selected roads and conduct the visual and topographic survey covering:
•    Reconnaissance survey of the road sections, with the assessment of the existing alignments and road conditions, drainage structures, bridges, intersections and other features;
•    Nature of surrounding terrains, materials, potential availability of the constructions materials, adjacent use of land and vegetation, level and  nature of traffic on the roads;
•    The environmental and social factors which could have a bearing on the assignment;
•    Year round - existence of dry and wet seasons rupture points;
•    Major problems likely to arise from side slopes, fills and cuts areas and other areas of potential land slide.
Further detailed survey will be carried out for the identified critical sections of the roads, bridges, culverts, and other drainage elements, in order make a thorough assessment of their technical condition, determine the rehabilitation needs, identify the critical areas and bottlenecks. The topographic survey is to be carried out at 100 m intervals for the road cross sections.

The project has two main objectives. Firstly, to provide advisory services to PJ to ensure fulfilment of EIB’s requirements to road safety audits in line with the principles of Directive 2008/96/EC on road infrastructure safety management on road projects co-financed by EIB and EBRD on M01, N01, M05 and M06 in Ukraine under the European Roads Ukraine II project. The second objective is to review tender documents on projects co-financed by EIB on M01, M05 and M06 in Ukraine to ensure they provide adequate project documentation, including the general and detailed specifications, design drawings and documentation, bills of quantities and cost financing schedule, and provide hands-on assistance to the Promoter if any improvements or changes are needed to reach EIB’s requirements.

KLC Consulting, acting as sub-contractor of COWI and PPM consortium, provides the Ukrainian procurement services for the review of the tender documents of the road safety project.
 

The objective of the study was to present a comprehensive legal analysis of international legal regulation of the oil spill response (OSR) issues - international agreements, conventions, associations and organizations, regional agreements and regional initiatives as well as the international and regional agreements of the Caspian Sea countries and a legal analysis of legislation in effect of the foreign countries regarding OSR, revealing best practices and assessment of the possibility of implementation to the legislation of the Republic of Kazakhstan.

The legal analysis was conducted in order to serve as a basis for consideration for Republic of Kazakhstan to enhance its cooperation at national, regional and international level for the preparedness and response for oil spills, bearing in mind that Kazakhstan is an important oil producer in the Caspian region but also a partner in the economic development of the Eurasian continent.

The legal analysis has been carried out by our international and local lawyers in the Caspian Sea region.

The specific objective of this specific contract under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures, EuropeAid/132633/C/SER/Multi, is to provide support to the Road Transport Department and Road Safety under the Ministry of Transport of Morocco for the strengthening of technical, administrative and methodological investigations in order to improve road safety in Morocco according to the Acquis EU and European best practices in this sector.

This technical assistance project consists of two components: (i) implementation of the digital tachograph and developing a plan of action for all implementation stages; and (ii) establishment of a new methodology to conduct administrative investigations of traffic accidents, which involves capacity building and training activities, as well as new legislative techniques to be proposed to the authorities.

The following services will be provided within the project:

• Diagnosis of the legislative  framework in force concerning (i) the driving time and rest periods of professional drivers, (ii) the equipment (especially tachographs) of professional transport vehicles and (iii) administrative and technical surveys of fatal traffic accidents;
• Developing a draft administrative arrangement between Morocco and the EU on the implementation of the digital tachograph road map;
• Proposal of a methodological approach for the implementation of administrative and technical investigations of fatal traffic accidents;
• Organization of staff training sessions concerned with transport and road safety.
 

The  objective of the specific project under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures EuropeAid/132633/C/SER/Multi, is to  facilitate  and promote  the  reform  in the  infrastructure  management  that  provides  reliable, transparent  and accountable  process  of infrastructure  management.  This reform is directly related to the obligations   of the art.  367   of the Association Agreement to „promote   efficient,   effective and safe transport operations"  and art. 368 Paragraph 2 related to "removing the administrative,   technical, cross-border and other obstacles, improving the transport networks and upgrading the infrastructure".

The specific objective  of this contract is to  analyse the  current   capacity  for  planning,    modelling   and  implementation   of transport  infrastructure   projects  and identify the main shortcomings and to elaborate  the  Terms  of Reference  for the  project   "Assistance   to the  Ukrainian authorities  for  improvement    the  infrastructure   cycle  management",   in line with the   EU  external   assistance    tender    procedure    and requirements.

KLC Consulting is undertaking the following services:

• Drafting and elaboration of the Terms of Reference (ToRs) for the technical  assistance  project "Assistance to the Ukrainian  authorities  for improvement  the infrastructure cycle management". The implementation of the project  activities will be financed by the EU.
 

The project “Inclusive Education Model Development and Training” funded under an education programme with World Bank’s financial support, is implemented by consortium Savvy Business sLTD-National and Kapodistrian University of Athens.

The project’s tasks are:

A) To develop a modern Inclusive Education Concept and Model for Kazakhstan that enables the country to address the learning needs of all children in a physically and psychologically safe and inclusive environment that is focused on the specific needs of the child, provision of additional support to rural students of Kazakhstan.

B) To support Kazakhstan to increase professional competence of university professors, teachers and specialists on the issues of psychological and pedagogical support for all children including those with SEN through delivering training based on the developed Inclusive Education Model. Training of 500 teachers. 

The project “Consulting Services for Promoting Internationalization of Higher Education” is part of the Innovation, Inclusion and Quality Project implemented by the Ministry of Education and Science of Georgia with World Bank’s financial support.  

The project aims at prompting internationalization of higher education in Georgia and includes three main tasks: development of a joint degree doctoral programme in education and science management, development of disciplinary English language modules and Entrepreneurship modules, and development and implementation of an International Excellence School.

The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

• Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books
• Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation

• Prepare and deliver face to face trainings to 40 Lead Evaluation Experts and asynchronous training through a Learning Management System (LMS) to 2000 evaluation experts from whole country

More than 24 academic scientists, professors, textbook authors, evaluators, teachers  and consultants are involved in order to deliver the project. 

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV.

Savvy Business sLTD has been involved in the preparation and submission of all documentation for the obtaining of electricity trading license in Albania and Bulgaria on behalf of an European energy trading company. The work to be carried out culminates with cooperation with the local authorities and the national energy regulators in view of providing clarifications and additional information according to the applicable legislation of the country.

The objective of this contract is to carry out an in-depth legal analysis of the conformity of national transposition and implementing measures with specific provisions of the Directives for 28 Member States following the notification of such measures to the Commission, declaring the transposition to be complete. 

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

The purpose of this project is to assist the client for expansion of its activities by developing of a safety management system (SMS) in accordance with the requirements of the International Code for the Management of Safe Operation of Ships and Pollution Prevention (ISM). In this sense, an examination of the internal documentation of the Client is conducted to bring it in line with international requirements and applicable laws of the Republic of Kazakhstan in the field of industrial safety and merchant shipping.

Services provided:

• Development of draft documents of the SMS of the client in accordance with International Safety Management Code (ISMC) (policies, regulations, instructions, job descriptions);

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

• To evaluate the SBS Transport according to the standard OECD criteria;
  
  
• Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
  Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.
  
  
• Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

Savvy Business was involved in the implementation of all above-mentioned activities, capitalizing on the previous experience in Ukraine and providing the key expert 2- Giorgi Turdzeladze.

This project aims at the implementation of subcomponent 2.1. “Supplier Development Program”, a part of “Small and Medium Enterprises Competitiveness in Kazakhstan” project implemented by the Ministry of National Economy of the Republic of Kazakhstan, with main objective to improve competitiveness of Small and Medium Enterprises (SMEs) and capacity of their management.

The goal of subcomponent 2.1. “Supplier Development Program” is to improve competitiveness of selected SME by providing recommendations and technical assistance on the strategy, institutional and regulatory framework, and implementation approach for the establishment and operation of Supplier Development Service.

This project includes the following key activities:

• elaboration of draft Strategy of SDS establishment, including the institutional and regulatory framework;
• elaboration of SDS Action Plan for implementation in 2017-2020;
• elaboration of draft Regulation and organizational structure of SDS;

Technical assistance to stakeholders / workshops and study tour

This project aims to provide an overview of the situation of residential prosumers, considered as regular households that consume and produce their own energy from renewable sources, in the EU. Under Task 1 of this project, Savvy Business has been subcontracted by Milieu Ltd. to perform the legal analysis regarding residential prosumers in Romania.

This assignment includes the following tasks:

• Development of a national report mapping the regulatory framework in Romania, describing and assessing the legal and regulatory context regarding the conditions for residential prosumer generating the energy based on RES. The analysis covers all measures acting as incentives or obstacles for the take up of prosumers, framework for access to the grid and grid interconnectivity, types of residential prosumers, prevailing methods and systems for metering and billing applied to all types of residential prosumers.

The study will be instrumental in providing additional information to the European Commission about the drivers of self-consumption, the obstacles and incentives, the costs and benefits, the conditions for permitting, interconnecting, feeding power back into the grid, metering, billing (taking into account any feed-in-tariffs and subsidies) and applying taxes and network charges.

The global objective for this assignment is the support in the identification, prioritization as well the feasibility and preliminary design studies for the district and community access road sections, to be rehabilitated within the selected districts of Abim, Adjumani, Amudat, Moyo in Northern Uganda.
The required activities are:
Phase A) Confirmation of the list of the roads sections to be area of further studies for potential inclusion in the rehabilitation program and the level of service expected from the rehabilitated roads sections;
Phase B) Studies (Feasibility Study and Preliminary Design)

KLC Consulting will inspect the selected roads and conduct the visual and topographic survey covering:
•    Reconnaissance survey of the road sections, with the assessment of the existing alignments and road conditions, drainage structures, bridges, intersections and other features;
•    Nature of surrounding terrains, materials, potential availability of the constructions materials, adjacent use of land and vegetation, level and  nature of traffic on the roads;
•    The environmental and social factors which could have a bearing on the assignment;
•    Year round - existence of dry and wet seasons rupture points;
•    Major problems likely to arise from side slopes, fills and cuts areas and other areas of potential land slide.
Further detailed survey will be carried out for the identified critical sections of the roads, bridges, culverts, and other drainage elements, in order make a thorough assessment of their technical condition, determine the rehabilitation needs, identify the critical areas and bottlenecks. The topographic survey is to be carried out at 100 m intervals for the road cross sections.

The project has two main objectives. Firstly, to provide advisory services to PJ to ensure fulfilment of EIB’s requirements to road safety audits in line with the principles of Directive 2008/96/EC on road infrastructure safety management on road projects co-financed by EIB and EBRD on M01, N01, M05 and M06 in Ukraine under the European Roads Ukraine II project. The second objective is to review tender documents on projects co-financed by EIB on M01, M05 and M06 in Ukraine to ensure they provide adequate project documentation, including the general and detailed specifications, design drawings and documentation, bills of quantities and cost financing schedule, and provide hands-on assistance to the Promoter if any improvements or changes are needed to reach EIB’s requirements.

KLC Consulting, acting as sub-contractor of COWI and PPM consortium, provides the Ukrainian procurement services for the review of the tender documents of the road safety project.
 

The objective of the study was to present a comprehensive legal analysis of international legal regulation of the oil spill response (OSR) issues - international agreements, conventions, associations and organizations, regional agreements and regional initiatives as well as the international and regional agreements of the Caspian Sea countries and a legal analysis of legislation in effect of the foreign countries regarding OSR, revealing best practices and assessment of the possibility of implementation to the legislation of the Republic of Kazakhstan.

The legal analysis was conducted in order to serve as a basis for consideration for Republic of Kazakhstan to enhance its cooperation at national, regional and international level for the preparedness and response for oil spills, bearing in mind that Kazakhstan is an important oil producer in the Caspian region but also a partner in the economic development of the Eurasian continent.

The legal analysis has been carried out by our international and local lawyers in the Caspian Sea region.

The specific objective of this specific contract under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures, EuropeAid/132633/C/SER/Multi, is to provide support to the Road Transport Department and Road Safety under the Ministry of Transport of Morocco for the strengthening of technical, administrative and methodological investigations in order to improve road safety in Morocco according to the Acquis EU and European best practices in this sector.

This technical assistance project consists of two components: (i) implementation of the digital tachograph and developing a plan of action for all implementation stages; and (ii) establishment of a new methodology to conduct administrative investigations of traffic accidents, which involves capacity building and training activities, as well as new legislative techniques to be proposed to the authorities.

The following services will be provided within the project:

• Diagnosis of the legislative  framework in force concerning (i) the driving time and rest periods of professional drivers, (ii) the equipment (especially tachographs) of professional transport vehicles and (iii) administrative and technical surveys of fatal traffic accidents;
• Developing a draft administrative arrangement between Morocco and the EU on the implementation of the digital tachograph road map;
• Proposal of a methodological approach for the implementation of administrative and technical investigations of fatal traffic accidents;
• Organization of staff training sessions concerned with transport and road safety.
 

The  objective of the specific project under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures EuropeAid/132633/C/SER/Multi, is to  facilitate  and promote  the  reform  in the  infrastructure  management  that  provides  reliable, transparent  and accountable  process  of infrastructure  management.  This reform is directly related to the obligations   of the art.  367   of the Association Agreement to „promote   efficient,   effective and safe transport operations"  and art. 368 Paragraph 2 related to "removing the administrative,   technical, cross-border and other obstacles, improving the transport networks and upgrading the infrastructure".

The specific objective  of this contract is to  analyse the  current   capacity  for  planning,    modelling   and  implementation   of transport  infrastructure   projects  and identify the main shortcomings and to elaborate  the  Terms  of Reference  for the  project   "Assistance   to the  Ukrainian authorities  for  improvement    the  infrastructure   cycle  management",   in line with the   EU  external   assistance    tender    procedure    and requirements.

The project “Inclusive Education Model Development and Training” funded under an education programme with World Bank’s financial support, is implemented by consortium Savvy Business sLTD-National and Kapodistrian University of Athens.

The project’s tasks are:

A) To develop a modern Inclusive Education Concept and Model for Kazakhstan that enables the country to address the learning needs of all children in a physically and psychologically safe and inclusive environment that is focused on the specific needs of the child, provision of additional support to rural students of Kazakhstan.

B) To support Kazakhstan to increase professional competence of university professors, teachers and specialists on the issues of psychological and pedagogical support for all children including those with SEN through delivering training based on the developed Inclusive Education Model. Training of 500 teachers. 

The project “Consulting Services for Promoting Internationalization of Higher Education” is part of the Innovation, Inclusion and Quality Project implemented by the Ministry of Education and Science of Georgia with World Bank’s financial support.

The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

• Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books

More than 24 academic scientists, professors, textbook authors, evaluators, teachers  and consultants are involved in order to deliver the project. 

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd.

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

Description of services to be provided by Savvy Business

1. Desk research on transposition and practical implementation in Bulgaria and Cyprus of Directives (EU) 2017/2108, 2017/2109 and 2017/2110, which could include initiatives concerning implementation and likely impacts of such initiatives (such as analysis of the scope of a specific draft law and how it would affect implementation); explanation of relevant procedures and timelines for implementation; and relevant case law;

Savvy Business sLTD has been involved in the preparation and submission of all documentation for the obtaining of electricity trading license in Albania and Bulgaria on behalf of an European energy trading company. The work to be carried out culminates with cooperation with the local authorities and the national energy regulators in view of providing clarifications and additional information according to the applicable legislation of the country.

The objective of this contract is to carry out an in-depth legal analysis of the conformity of national transposition and implementing measures with specific provisions of the Directives for 28 Member States following the notification of such measures to the Commission, declaring the transposition to be complete. 

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

The purpose of this project is to assist the client for expansion of its activities by developing of a safety management system (SMS) in accordance with the requirements of the International Code for the Management of Safe Operation of Ships and Pollution Prevention (ISM). In this sense, an examination of the internal documentation of the Client is conducted to bring it in line with international requirements and applicable laws of the Republic of Kazakhstan in the field of industrial safety and merchant shipping.

Services provided:

• Development of draft documents of the SMS of the client in accordance with International Safety Management Code (ISMC) (policies, regulations, instructions, job descriptions);
• Development of an Action plan for the implementation of the safety management system in accordance with ISMC;

·         Analysis, studies and assessments to support exchange with third countries of legal, regulatory and economic best practices in energy policies;

·         Assistance in the examination of certain legal dossiers relating to energy;

·         Analyses and studies concerning regulatory simplification for the energy sector

·         State aid in the fields of energy (legal aspects).

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

• To evaluate the SBS Transport according to the standard OECD criteria;
  
  
• Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
  Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.
  
  
• Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

Savvy Business was involved in the implementation of all above-mentioned activities, capitalizing on the previous experience in Ukraine and providing the key expert 2- Giorgi Turdzeladze.

This project aims at the implementation of subcomponent 2.1. “Supplier Development Program”, a part of “Small and Medium Enterprises Competitiveness in Kazakhstan” project implemented by the Ministry of National Economy of the Republic of Kazakhstan, with main objective to improve competitiveness of Small and Medium Enterprises (SMEs) and capacity of their management.

The goal of subcomponent 2.1. “Supplier Development Program” is to improve competitiveness of selected SME by providing recommendations and technical assistance on the strategy, institutional and regulatory framework, and implementation approach for the establishment and operation of Supplier Development Service.

This project includes the following key activities:

• elaboration of draft Strategy of SDS establishment, including the institutional and regulatory framework;
• elaboration of SDS Action Plan for implementation in 2017-2020;
• elaboration of draft Regulation and organizational structure of SDS;

Technical assistance to stakeholders / workshops and study tour

This project aims to provide an overview of the situation of residential prosumers, considered as regular households that consume and produce their own energy from renewable sources, in the EU. Under Task 1 of this project, Savvy Business has been subcontracted by Milieu Ltd. to perform the legal analysis regarding residential prosumers in Romania.

This assignment includes the following tasks:

• Development of a national report mapping the regulatory framework in Romania, describing and assessing the legal and regulatory context regarding the conditions for residential prosumer generating the energy based on RES. The analysis covers all measures acting as incentives or obstacles for the take up of prosumers, framework for access to the grid and grid interconnectivity, types of residential prosumers, prevailing methods and systems for metering and billing applied to all types of residential prosumers.

The study will be instrumental in providing additional information to the European Commission about the drivers of self-consumption, the obstacles and incentives, the costs and benefits, the conditions for permitting, interconnecting, feeding power back into the grid, metering, billing (taking into account any feed-in-tariffs and subsidies) and applying taxes and network charges.

The global objective for this assignment is the support in the identification, prioritization as well the feasibility and preliminary design studies for the district and community access road sections, to be rehabilitated within the selected districts of Abim, Adjumani, Amudat, Moyo in Northern Uganda.
The required activities are:
Phase A) Confirmation of the list of the roads sections to be area of further studies for potential inclusion in the rehabilitation program and the level of service expected from the rehabilitated roads sections;
Phase B) Studies (Feasibility Study and Preliminary Design)

KLC Consulting will inspect the selected roads and conduct the visual and topographic survey covering:
•    Reconnaissance survey of the road sections, with the assessment of the existing alignments and road conditions, drainage structures, bridges, intersections and other features;
•    Nature of surrounding terrains, materials, potential availability of the constructions materials, adjacent use of land and vegetation, level and  nature of traffic on the roads;
•    The environmental and social factors which could have a bearing on the assignment;
•    Year round - existence of dry and wet seasons rupture points;
•    Major problems likely to arise from side slopes, fills and cuts areas and other areas of potential land slide.
Further detailed survey will be carried out for the identified critical sections of the roads, bridges, culverts, and other drainage elements, in order make a thorough assessment of their technical condition, determine the rehabilitation needs, identify the critical areas and bottlenecks. The topographic survey is to be carried out at 100 m intervals for the road cross sections.

The project has two main objectives. Firstly, to provide advisory services to PJ to ensure fulfilment of EIB’s requirements to road safety audits in line with the principles of Directive 2008/96/EC on road infrastructure safety management on road projects co-financed by EIB and EBRD on M01, N01, M05 and M06 in Ukraine under the European Roads Ukraine II project. The second objective is to review tender documents on projects co-financed by EIB on M01, M05 and M06 in Ukraine to ensure they provide adequate project documentation, including the general and detailed specifications, design drawings and documentation, bills of quantities and cost financing schedule, and provide hands-on assistance to the Promoter if any improvements or changes are needed to reach EIB’s requirements.

KLC Consulting, acting as sub-contractor of COWI and PPM consortium, provides the Ukrainian procurement services for the review of the tender documents of the road safety project.
 

The objective of the study was to present a comprehensive legal analysis of international legal regulation of the oil spill response (OSR) issues - international agreements, conventions, associations and organizations, regional agreements and regional initiatives as well as the international and regional agreements of the Caspian Sea countries and a legal analysis of legislation in effect of the foreign countries regarding OSR, revealing best practices and assessment of the possibility of implementation to the legislation of the Republic of Kazakhstan.

The legal analysis was conducted in order to serve as a basis for consideration for Republic of Kazakhstan to enhance its cooperation at national, regional and international level for the preparedness and response for oil spills, bearing in mind that Kazakhstan is an important oil producer in the Caspian region but also a partner in the economic development of the Eurasian continent.

The legal analysis has been carried out by our international and local lawyers in the Caspian Sea region.

The specific objective of this specific contract under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures, EuropeAid/132633/C/SER/Multi, is to provide support to the Road Transport Department and Road Safety under the Ministry of Transport of Morocco for the strengthening of technical, administrative and methodological investigations in order to improve road safety in Morocco according to the Acquis EU and European best practices in this sector.

This technical assistance project consists of two components: (i) implementation of the digital tachograph and developing a plan of action for all implementation stages; and (ii) establishment of a new methodology to conduct administrative investigations of traffic accidents, which involves capacity building and training activities, as well as new legislative techniques to be proposed to the authorities.

The following services will be provided within the project:

• Diagnosis of the legislative  framework in force concerning (i) the driving time and rest periods of professional drivers, (ii) the equipment (especially tachographs) of professional transport vehicles and (iii) administrative and technical surveys of fatal traffic accidents;
• Developing a draft administrative arrangement between Morocco and the EU on the implementation of the digital tachograph road map;
• Proposal of a methodological approach for the implementation of administrative and technical investigations of fatal traffic accidents;
• Organization of staff training sessions concerned with transport and road safety.
 

The  objective of the specific project under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures EuropeAid/132633/C/SER/Multi, is to  facilitate  and promote  the  reform  in the  infrastructure  management  that  provides  reliable, transparent  and accountable  process  of infrastructure  management.  This reform is directly related to the obligations   of the art.  367   of the Association Agreement to „promote   efficient,   effective and safe transport operations"  and art. 368 Paragraph 2 related to "removing the administrative,   technical, cross-border and other obstacles, improving the transport networks and upgrading the infrastructure".

The specific objective  of this contract is to  analyse the  current   capacity  for  planning,    modelling   and  implementation   of transport  infrastructure   projects  and identify the main shortcomings and to elaborate  the  Terms  of Reference  for the  project   "Assistance   to the  Ukrainian authorities  for  improvement    the  infrastructure   cycle  management",   in line with the   EU  external   assistance    tender    procedure    and requirements.

KLC Consulting is undertaking the following services:

Savvy Business sLTD, as sub-contractor of the public agency Adetef acting as “reform partner”,  has provided assistance to the Greek Authorities with high level state advice for the steering and the organization of the reform.

The scope of the services for the implementation of a new system for the selection of top managers included:

• Assistance in the planning of the overall process regarding all elements (preparation of circulars, organization of committees, publication of relevant information) and identification of corrective measures if necessary

Within the framework of the Jessica Initiative in Greece, KLC Consulting in partnership with Mazars Greece is carrying out the valuation of an investment project “Construction and operation of an Industrial Park in the area of Chania” for the Pancretan Cooperative Bank (UDF for the region of Crete).

The investment project is concerned with the construction of internal and external infrastructure of the Business Park in the greater area of Chania. The overall investment value of the Project is € 10.550.000. The provided service included:

A) To develop a modern Inclusive Education Concept and Model for Kazakhstan that enables the country to address the learning needs of all children in a physically and psychologically safe and inclusive environment that is focused on the specific needs of the child, provision of additional support to rural students of Kazakhstan.

B) To support Kazakhstan to increase professional competence of university professors, teachers and specialists on the issues of psychological and pedagogical support for all children including those with SEN through delivering training based on the developed Inclusive Education Model. Training of 500 teachers. 

The project “Consulting Services for Promoting Internationalization of Higher Education” is part of the Innovation, Inclusion and Quality Project implemented by the Ministry of Education and Science of Georgia with World Bank’s financial support.  

The project aims at prompting internationalization of higher education in Georgia and includes three main tasks: development of a joint degree doctoral programme in education and science management, development of disciplinary English language modules and Entrepreneurship modules, and development and implementation of an International Excellence School.

The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

• Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books
• Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation   
• Develop methodology and criterion for textbooks evaluation for subject areas (ABC book -primary school), Kazakh and Russian (as mother tongue), Kazakh and Russian (as second language), Literature (Kazakh and Russian), Foreign languages, Mathematics, Algebra, Geometry, Computer sciences, Knowledge of the World, Geography, Physics, Chemistry, Biology, History of Kazakhstan, World History, Introduction to Law, Crafts, Graphics and Design, Music, Basic military training.
• Prepare and deliver face to face trainings to 40 Lead Evaluation Experts and asynchronous training through a Learning Management System (LMS) to 2000 evaluation experts from whole country

More than 24 academic scientists, professors, textbook authors, evaluators, teachers  and consultants are involved in order to deliver the project. 

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd. 

The services provided were:

• Financial and economic analysis (CBA) taking into account the existing oil price as well as the existing security system expenditure;

Savvy Business is a sub-consultant of Milieu Ltd Belgium and undertakes the review of national legislation for Bulgaria and Cyprus.

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

Description of services to be provided by Savvy Business

1. Desk research on transposition and practical implementation in Bulgaria and Cyprus of Directives (EU) 2017/2108, 2017/2109 and 2017/2110, which could include initiatives concerning implementation and likely impacts of such initiatives (such as analysis of the scope of a specific draft law and how it would affect implementation); explanation of relevant procedures and timelines for implementation; and relevant case law;

2. Completeness assessment of transposition of Directives (EU) 2017/2108, 2017/2109 and 2017/2110;

3. Conformity assessment of transposition of Directives (EU) 2017/2108, 2017/2109 and 2017/2110;

We have reviewed contracts with clients and provided advice for the expansion of the business on the local market and in the region.  In addition, we provided advice on Advice on corporate identification tools, such as branding, web page, purchase of domain, stamp, logo.

Savvy Business sLTD has been involved in the preparation and submission of all documentation for the obtaining of electricity trading license in Albania and Bulgaria on behalf of an European energy trading company. The work to be carried out culminates with cooperation with the local authorities and the national energy regulators in view of providing clarifications and additional information according to the applicable legislation of the country.

The objective of this contract is to carry out an in-depth legal analysis of the conformity of national transposition and implementing measures with specific provisions of the Directives for 28 Member States following the notification of such measures to the Commission, declaring the transposition to be complete. 

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

The purpose of this project is to assist the client for expansion of its activities by developing of a safety management system (SMS) in accordance with the requirements of the International Code for the Management of Safe Operation of Ships and Pollution Prevention (ISM). In this sense, an examination of the internal documentation of the Client is conducted to bring it in line with international requirements and applicable laws of the Republic of Kazakhstan in the field of industrial safety and merchant shipping.

Services provided:

• Development of draft documents of the SMS of the client in accordance with International Safety Management Code (ISMC) (policies, regulations, instructions, job descriptions);
• Development of an Action plan for the implementation of the safety management system in accordance with ISMC;
• Development of draft organizational structure of the company in accordance with ISMC;

Analysis of the application of these rules;

·         Analysis of specific cases in order to check their compatibility with EU law;

·         Studies on questions likely to be raised in the context of EU legislative initiatives, the application of directives with a view to their adaptation, and an examination of the relevant aspects of national, EU and international law;

·         Studies and analysis of the legal or de facto national, international or EU situation relating to a particular sector of transport or companies, and covering questions relating to market liberalization with regard to the freedom of establishment of companies and freedom to provide services;

·         Assessment and preparation of rules applicable to the transport sector relating to security, safety, interoperability and environmental protection;

·         Assistance in the examination of certain legal dossiers relating to transport; analysis and studies of the relationship between EU legislative initiatives and the particular international legal system governing international aviation and other transport modes;

·         Analyses and studies concerning regulatory simplification for the transport sector as well as simplification of transport documentation in the area of freight transport logistics;

·         State aid in the fields of mobility and transport (legal aspects).

The services required under the framework contract are of intellectual nature in the areas of legal assistance in the field of energy. The purpose of the framework contract is to provide the Contracting Authority with reports, analyses and other deliverables to be used in decision-making.

 The Consultant is expected to provide:

·         Analysis and studies of the legal aspects of EU external energy relations, including protecting and promoting investment in third countries, on production, transit or interconnection issues and in particular, questions relating to legal certainty, regulatory coordination, dispute-settlement procedures, guarantee and risk-coverage mechanisms, the European Energy Charter

·         Analysis, studies and assessments to support exchange with third countries of legal, regulatory and economic best practices in energy policies;

·         Assistance in the examination of certain legal dossiers relating to energy;

·         Analyses and studies concerning regulatory simplification for the energy sector

·         State aid in the fields of energy (legal aspects).

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

• To evaluate the SBS Transport according to the standard OECD criteria;
  
  
• Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
  Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.
  
  
• Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

Savvy Business was involved in the implementation of all above-mentioned activities, capitalizing on the previous experience in Ukraine and providing the key expert 2- Giorgi Turdzeladze.

This project aims at the implementation of subcomponent 2.1. “Supplier Development Program”, a part of “Small and Medium Enterprises Competitiveness in Kazakhstan” project implemented by the Ministry of National Economy of the Republic of Kazakhstan, with main objective to improve competitiveness of Small and Medium Enterprises (SMEs) and capacity of their management.

The goal of subcomponent 2.1. “Supplier Development Program” is to improve competitiveness of selected SME by providing recommendations and technical assistance on the strategy, institutional and regulatory framework, and implementation approach for the establishment and operation of Supplier Development Service.

This project includes the following key activities:

• elaboration of draft Strategy of SDS establishment, including the institutional and regulatory framework;
• elaboration of SDS Action Plan for implementation in 2017-2020;
• elaboration of draft Regulation and organizational structure of SDS;

Technical assistance to stakeholders / workshops and study tour

This project aims to provide an overview of the situation of residential prosumers, considered as regular households that consume and produce their own energy from renewable sources, in the EU. Under Task 1 of this project, Savvy Business has been subcontracted by Milieu Ltd. to perform the legal analysis regarding residential prosumers in Romania.

This assignment includes the following tasks:

• Development of a national report mapping the regulatory framework in Romania, describing and assessing the legal and regulatory context regarding the conditions for residential prosumer generating the energy based on RES. The analysis covers all measures acting as incentives or obstacles for the take up of prosumers, framework for access to the grid and grid interconnectivity, types of residential prosumers, prevailing methods and systems for metering and billing applied to all types of residential prosumers.

The study will be instrumental in providing additional information to the European Commission about the drivers of self-consumption, the obstacles and incentives, the costs and benefits, the conditions for permitting, interconnecting, feeding power back into the grid, metering, billing (taking into account any feed-in-tariffs and subsidies) and applying taxes and network charges.

The global objective for this assignment is the support in the identification, prioritization as well the feasibility and preliminary design studies for the district and community access road sections, to be rehabilitated within the selected districts of Abim, Adjumani, Amudat, Moyo in Northern Uganda.
The required activities are:
Phase A) Confirmation of the list of the roads sections to be area of further studies for potential inclusion in the rehabilitation program and the level of service expected from the rehabilitated roads sections;
Phase B) Studies (Feasibility Study and Preliminary Design)

KLC Consulting will inspect the selected roads and conduct the visual and topographic survey covering:
•    Reconnaissance survey of the road sections, with the assessment of the existing alignments and road conditions, drainage structures, bridges, intersections and other features;
•    Nature of surrounding terrains, materials, potential availability of the constructions materials, adjacent use of land and vegetation, level and  nature of traffic on the roads;
•    The environmental and social factors which could have a bearing on the assignment;
•    Year round - existence of dry and wet seasons rupture points;
•    Major problems likely to arise from side slopes, fills and cuts areas and other areas of potential land slide.
Further detailed survey will be carried out for the identified critical sections of the roads, bridges, culverts, and other drainage elements, in order make a thorough assessment of their technical condition, determine the rehabilitation needs, identify the critical areas and bottlenecks. The topographic survey is to be carried out at 100 m intervals for the road cross sections.

The project has two main objectives. Firstly, to provide advisory services to PJ to ensure fulfilment of EIB’s requirements to road safety audits in line with the principles of Directive 2008/96/EC on road infrastructure safety management on road projects co-financed by EIB and EBRD on M01, N01, M05 and M06 in Ukraine under the European Roads Ukraine II project. The second objective is to review tender documents on projects co-financed by EIB on M01, M05 and M06 in Ukraine to ensure they provide adequate project documentation, including the general and detailed specifications, design drawings and documentation, bills of quantities and cost financing schedule, and provide hands-on assistance to the Promoter if any improvements or changes are needed to reach EIB’s requirements.

KLC Consulting, acting as sub-contractor of COWI and PPM consortium, provides the Ukrainian procurement services for the review of the tender documents of the road safety project.
 

The objective of the study was to present a comprehensive legal analysis of international legal regulation of the oil spill response (OSR) issues - international agreements, conventions, associations and organizations, regional agreements and regional initiatives as well as the international and regional agreements of the Caspian Sea countries and a legal analysis of legislation in effect of the foreign countries regarding OSR, revealing best practices and assessment of the possibility of implementation to the legislation of the Republic of Kazakhstan.

The legal analysis was conducted in order to serve as a basis for consideration for Republic of Kazakhstan to enhance its cooperation at national, regional and international level for the preparedness and response for oil spills, bearing in mind that Kazakhstan is an important oil producer in the Caspian region but also a partner in the economic development of the Eurasian continent.

The legal analysis has been carried out by our international and local lawyers in the Caspian Sea region.

The specific objective of this specific contract under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures, EuropeAid/132633/C/SER/Multi, is to provide support to the Road Transport Department and Road Safety under the Ministry of Transport of Morocco for the strengthening of technical, administrative and methodological investigations in order to improve road safety in Morocco according to the Acquis EU and European best practices in this sector.

This technical assistance project consists of two components: (i) implementation of the digital tachograph and developing a plan of action for all implementation stages; and (ii) establishment of a new methodology to conduct administrative investigations of traffic accidents, which involves capacity building and training activities, as well as new legislative techniques to be proposed to the authorities.

The following services will be provided within the project:

• Diagnosis of the legislative  framework in force concerning (i) the driving time and rest periods of professional drivers, (ii) the equipment (especially tachographs) of professional transport vehicles and (iii) administrative and technical surveys of fatal traffic accidents;
• Developing a draft administrative arrangement between Morocco and the EU on the implementation of the digital tachograph road map;
• Proposal of a methodological approach for the implementation of administrative and technical investigations of fatal traffic accidents;
• Organization of staff training sessions concerned with transport and road safety.
 

The  objective of the specific project under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures EuropeAid/132633/C/SER/Multi, is to  facilitate  and promote  the  reform  in the  infrastructure  management  that  provides  reliable, transparent  and accountable  process  of infrastructure  management.  This reform is directly related to the obligations   of the art.  367   of the Association Agreement to „promote   efficient,   effective and safe transport operations"  and art. 368 Paragraph 2 related to "removing the administrative,   technical, cross-border and other obstacles, improving the transport networks and upgrading the infrastructure".

The specific objective  of this contract is to  analyse the  current   capacity  for  planning,    modelling   and  implementation   of transport  infrastructure   projects  and identify the main shortcomings and to elaborate  the  Terms  of Reference  for the  project   "Assistance   to the  Ukrainian authorities  for  improvement    the  infrastructure   cycle  management",   in line with the   EU  external   assistance    tender    procedure    and requirements.

KLC Consulting is undertaking the following services:
• Review the current  state of play in the transport   infrastructure  sector including legislative  framework,  strategic  documents,  administrative   and organizational set up;

• Prepare  Identification    phase  analysis   report,  defining the  problems   and  challenges  for the   infrastructure     management    cycle  including   planning -approval -procurement –implementation-maintenance,  with a focus on transport;
• Drafting and elaboration of the Terms of Reference (ToRs) for the technical  assistance  project "Assistance to the Ukrainian  authorities  for improvement  the infrastructure cycle management". The implementation of the project  activities will be financed by the EU.
 

Within the framework of the Jessica Initiative in Greece, KLC Consulting in partnership with Mazars Greece carried out the valuation of an investment project "Construction of a modern swimming pool in the region of Kalamata", assigned by Urban Development Fund for EUROBANK.

In the framework of the economic adjustment programme agreed between the Greek government and the Troika (IMF, European Commission, European Central Bank), the Greek authorities are implementing ambitious reform of the Greek central administration. The objective of the reform is to increase the efficiency of the Administration.

Savvy Business sLTD, as sub-contractor of the public agency Adetef acting as “reform partner”,  has provided assistance to the Greek Authorities with high level state advice for the steering and the organization of the reform.

The scope of the services for the implementation of a new system for the selection of top managers included:

• Assistance in the planning of the overall process regarding all elements (preparation of circulars, organization of committees, publication of relevant information) and identification of corrective measures if necessary
• Assistance in the monitoring of the overall process and report to the Minister of Reform and the General Secretary of reform on the progress of the implementation phase.
• Facilitation of training programs designed for panel members
• Liaison with other projects managers on other projects related to HR to identify potential issues and synergies in the identification of the administrative reform action plan.

Within the framework of the Jessica Initiative in Greece, KLC Consulting in partnership with Mazars Greece is carrying out the valuation of an investment project “Construction and operation of an Industrial Park in the area of Chania” for the Pancretan Cooperative Bank (UDF for the region of Crete).

The investment project is concerned with the construction of internal and external infrastructure of the Business Park in the greater area of Chania. The overall investment value of the Project is € 10.550.000. The provided service included:

 The project’s objectives are:   

• To review, harmonize and update the existing legislation in the country related to maritime affairs.
• To propose modalities for establishment of a Maritime Administration in Uganda.
• To produce a draft Maritime Bill and related Draft Maritime Regulations.

Services provided:   

• Review the existing maritime legislation in Uganda with a view of identifying their deficiencies and inadequacies, and make recommendatios; 
• Review the Lake Victoria Transport Act and the draft Regulations; 
• Review the existing Maritime Administration functions in Uganda and propose the required institutional reforms, propose capacity building for the institutions and estimate the cost of the required institutional reforms;
• Study the Maritime Administration set up as well as the Maritime legislation in the region specifically in Kenya, Tanzania and Malawi; 
• Study the development and management of Ports and Harbours in Uganda;
• Prepare a draft Inland Water Transport (Maritime) Bill and Regulations;
• Propose a suitable institutional Maritime Administration Set up for Uganda  including a Maritime Administration unit;

The main of the Objective is to review the current Traffic and Road Safety Act 1998 and its subsidiary regulations so as to come up with an update and strengthened law.

The scope of these consultancy services are covering but is not limited to:

• Review the adequacy/inadequacy of each section of the Traffic and Road Safety Act 1998
• Review the enforcement of poor driving behavioural practices such as reckless driving, dangerous driving, careless driving, etc.
• Review the roles  of the designated Officers and entities mentioned or defined  in the Act and re- assess their mandates;
• Study, assess and advise on the new roles of the restructured Ministry, Uganda National Roads Authority, Uganda Road Fund, Uganda Revenue Authority, Local Governments, the proposed NRSA and MTRA;
• Review the administration and amounts of fees, fines and penalties prescribed in the Act and its subsidiary regulations.;
• Propose a legal framework within the Act or the relevant regulations to strengthen the existing driver training, testing and licensing;
• Assess the qualitative and quantitative regulatory regime in Uganda of Transport Services;
• Detail possible sources of a Road Safety Fund. Then propose a legal framework with the Act for its enforcement and administration;
• Review the vehicle safety standards vis-à-vis: Motor vehicle Inspections Regulations for road worthiness and other safety regulations such as seat belt, speed governors, reflectors regulations, etc.;
• Review similar legislation within the EAC states and EAC study reports on harmonization of Traffic and Vehicle legislation; and identify major areas for harmonization;
• Carry out wide consultations among stakeholders on the deficiencies and areas that require improvement in the traffic and road safety legislation;
• Assess whether the regulatory process (as per Cap 361) are balanced (i.e. carry out cost benefit analysis)
